Based on the Debian package mii-diag 2.04-1:

  http://packages.debian.org/unstable/net/mii-diag.html

The program is stripped and compressed with upx.

It installs in /usr/bin.

No pre-*.ini or post-*.ini script required, unless you want to move
it to some other directory.
